Scalding milk is bringing milk to just below a boiling temperature, then removing it from the heat. It is no longer needed these days: older recipes would have you do it before the days of pasteurization. Some people, however, feel that scalding milk still serves a useful purpose -- say, in bread recipes.

Scalding milk is no longer be necessary when making custard, but note that warming the milk may be needed in the recipe for sake of the temperature of the ingredients as a whole. (I only use it when I am infusing flavor into the milk with vanilla beans, citrus peels, etc.)
