1 cup flour, sifted, indicates that it should be sifted after measuring. If no mention of sifting is given in the ingredient list it should be sifted after measurement. To measure flour correctly by volume, the flour should be spooned into the measure and not scooped directly from the flour container with the cup measure.

What you are supposed to do is fluff up the flour with a fork in your cannister just to loosen it. Spoon the flour into a metal measuring cup meant for dry ingredients and then to level its top with a knife.

It also said to always sift flour before measuring. I do not do this. I measure then sift. Thoughts? ... Recipes will usually tell you to sift before or after measuring and that should always be followed. Sifting before you measure will usually result in a smaller amount.
