To Loosen a Stuck Bolt

To loosen a stuck bolt, use heat, oil, and tapping. Apply enough heat to make the entire bolt expand, about a minute or so for an average sized bolt. When the bolt is cool enough to touch, squirt it with penetrating oil. Tap the head of the bolt a few times with a hammer, allowing the oil to penetrate and the threads to loosen. Then remove the bolt. This won't work for a through bolt. An impact screwdriver is designed to rotate the screwdriver tip when the handle is hit with a hammer. So, the tip is forced into the screw head by the hammer blow at the same time the tip is being rotated to loosen the screw.

But don't peen over the ends of the bolt to make a rivet! Have you considered retapping the hole in the steel, say for a 5/16" bolt and then put a sleeve around the bolt in the other piece? The heat of drilling and tapping may loosen the stuck bolt or just prove its really stuck.
