Percentage is defined by dictionary.com as a fraction or ratio with 100 understood as the denominator; for example, 0.98 equals a percentage of 98. Percentages however are not limited to having a denominator of 100. The easiest way to handle percentages is to remember that the value of the whole is the denominator and the amount out of the whole that you are trying to make a percentage would be the numerator. For instance if you are trying to find what percent 30 is of 60 then 30 would be the numerator and 60 would be the denominator. When you break this fraction down into lowest terms it yiels 50%. Percents will not always be a whole number but can always be found by placing the part in the numerator and the value of the whole in the denominator. So 22 is 44% of 50. If you want to convert the percentage into a decimal simply put the percent value in the numerator and 100 in the denominator. That would make 44% read as 0.44 in decimal form.
