Good analysis Ed, one correction, Gen McPeak was the Air Force Chief of Staff, not the Army. I was active duty AF during his tenure, what a loon. He tried to “transform” the AF by changing the uniforms (more than once), mandating all this Quality AF training (tried to run the AF like a multinational corporation).
