The weather review goes on to discuss how vapor trails (contrails) can form at low altitudes, even down to the ground, if it is cold and damp enough. They even give examples I’d never heard of, contrails formed by a horse, and a herd of reindeer: ... Measuring the height of contrails...

Why do contrails form?; At the altitude where planes cruise (around 10-13 km) the temperature is very low, between -70 ºC and -40 ºC. Generally speaking, the temperature decreases with height as you climb from the surface of the earth to this altitude, however above this height it starts warming again.

The condensation trail emitted by jet aircraft exhaust are called contrails. Contrails form when hot humid air from jet exhaust mixes with environmental air of low vapor pressure and low temperature. The mixing is a result of turbulence generated by the engine exhaust.

But the boundary between the altitude where contrails form and where they don’t can be quite sharp, and not only can this boundary be at different height at different times, but there are very often a sort of waves in the air.

Contrails form through the injection of water vapor into the atmosphere by exhaust fumes from a jet engine. ... Fall streaks form when snowflakes and ice crystals fall from cirrus clouds. The change in wind with height and how quickly these ice crystals actually fall determine the shapes and sizes the fall streaks attain.
