Harvey Dent is a central figure in The Dark Knight, but Two-Face isn't in the movie for but 2-3 minutes at the most, thus setting him up to be the villain in the 3rd one. I can see introducing a supporting villain like The Riddler or something, but make no mistake, Two-Face is going to be the main villain in Batman 3.
