Recently, Conservation Officer Terry Smith of the Utah Division of Wildlife Resources cited two individuals with bear pursuit tags for baiting bears in northeastern Utah. These individuals intended to lure the bears into the bait and then use dogs to tree the animals.

Bear baiting puts a tethered bear, whose teeth and claws have been removed, against specially trained aggressive dogs. As the dogs attack, hundreds of people watch the bear weaken as it tries to defend itself.
