When putting parts on breadboard you must concentrate on their connections, not their positions on the circuit diagram. The IC (chip) is a good starting point so place it in the centre of the breadboard and work round it pin by pin, putting in all the connections and components for each pin in turn.

Breadboard and Wiring ... In this lab you’ll use a breadboard to implement simple circuits consisting of resistors, capacitors, inductors, diodes, and various integrated components.  Breadboards provide you with a general wiring fabric in which to make connections among circuit components.  Learning how to use this...

Breadboards are often used for testing new designs since they do not involve soldering. The goal of this mini project is to gain hands-on experience building and testing electronic circuts by creating a breadboard circuit with a resistor, a light-emitting diode (LED), and a battery.

One of the main advantages of using a breadboard is that the components are not soldered and if they are positioned incorrectly they can be moved easily to a new position on the board. On the breadboard (diagram 1) seen opposite, letters are used to identify vertical columns and numbers to identify horizontal rows.

The heart of the solderless breadboard is a small metal clip that looks like this: ... To make a breadboard, an array of these clips is embedded in a plastic block which holds them in place and insulates them from each other, like this:
