Originally, the terms "deaf-mute" and "deaf-and-dumb" were not considered pejorative: they simply referred to a severely or profoundly deaf person who didn't speak. "Semi-mute: referred to a moderately deaf or one who had become deaf after learning how to speak, both of whom could profit from articulation training.

But I think the point is why 龙 is the one chosen to be its phonetic part , not some character else. For an easy example, why not it’s 牛 combined with 耳 as a charater to mean deaf person, and can be pronounced “Niu”.
