Any number of things from a clogged fuel filter, to a faulty ignition component, early 90's hondas are known for thier igniters(ingnition control modules) to fail. these are located under the distributor cap.

this is a problem that i have in two cars...changed plugs in both, wires, even the cat conv in one...those r reasons ive been told cause the car to hesitate. any others? its the hesitation when steppin on the gas pedal, or the car "shrugs" when it deccelerates or under sudden acceleration after a constant speed.plz help.

If the usual tune-up procedure doesn't take care of the problem, disconnect the EGR valve and plug the vacuum hose leading to it from the BPT valve. Take the car out for a ride, making sure to drive in the same manner that typically causes the car to surge and hesitate.

If this correlation is off the engine will hesitate. The procedure for checking crankshaft to camshaft correlation varies on each car. You will need to gain access to the timing belt or chain marks. Once you have gained access check your timing marks here, timing belt or timing chain setting.
