its all the notes that have to change, not just E to Eb. i can't tune a lower note using a higher one, i'm always off. don't have an ear for half-step down. ... Nowadays you can buy an inexpensive digital "chromatic" tuner. You can use a chromatic tuner to tune to any note you want including flats or sharps.
