Subject: what is cognitively impaired ... Cognitively impaired means her IQ is below average. You can find an IQ chart on the internet and see where she falls. It's different then an LD, because some kids with LD's have average IQ's or even high IQ's. Since you said it's mild, it probably just means she'll have to work...
