Hutch Ingham Cone was born in Brooklyn, N.Y., 26 April 1871, and graduated from the Naval Academy in 1894. He served as Chief of the Bureau of Steam Engineering from 1909 to 1913, and during World War I commanded U.S. Naval Aviation Forces, Foreign Service, with headquarters in Paris.
