Two weeks ago, during a hearing in the House International Relations committee, I attempted to force the committee to follow the Constitution and vote to declare war with Iraq. The language of Article I, section 8, is quite clear: only Congress has the authority to declare war.

The president cannot declare war. Only congress can declare war. America is not at war with Iraq. America and the United Nations authorized forces are at war with the terrorists and so is Iraq. The Iraqi military and the US military are conducting joint efforts against the terrorists.
