We analyse interethnic cooperation in an infinitely repeated prisoner’s dilemma when members of one group are unable to target punishment towards individual defectors from the other group. We first show that indiscriminate punishment may sustain cooperation in this setting.

Two major types of motivation underlie the ability of leaders to gain cooperation in groups. First is the desire of people to gain rewards and avoid punishments. Leaders can tap into such motivations to the extent that they control resources and/or instruments of surveillance and sanctioning.
