Choose the mod you want to put the decal in (IE cstrike for Counter-Strike) ... Check out some of the sites where people have collections of pre-made WAD files for you to simply drop in. Re-read all of the steps, and the FAQ items. Maybe there's a step you overlooked, or some piece of information you assumed was correct...
