Apparently from a belief (perhaps correct) that cut the muster was the original form of cut the mustard, and the resulting mistaken belief that it is therefore the correct form. Compare muster, pass muster.

Common sense would suggest that a person cutting a muster is not someone being selected as fit, but someone eliminating the unfit. See the alt.usage.english faq explanation of this term.
