You could either rotate each pixel in the source bitmap one at a time or directly manipulate the DIB bits to get the rotated bitmap. The first method is very slow to the point of being useless and the second is more complex but is fast enough.

A non-DWORD aligned actual parameter was passed to a function such as GetDIBits(). The .dib file format contains the BITMAPFILEHEADER followed immediately by the BITMAPINFOHEADER. Notice that the BITMAPFILEHEADER is not DWORD aligned.
