Flotsam is a legal term for goods lost at sea and found floating on the water. Jetsam means goods thrown into the sea to lighten a vessel which is in danger of sinking.

All unnatural floating things are 'flotsam'. 'jetsam' is flying/ejected debris that has not yet hit the water. It may not hit the water, but if it does, it becomes flotsam, unless it sinks. (My own definition).
