Dogs nibble each other, especially if they are closely bonded to one another. It's a sign of affection. Sometimes dogs will do this to their owners when they're feeling very cuddly. This should not be confused with biting behavior -- quite the opposite.

I have 2 dogs, 1 older than the other. The older one ... I have two miniature pinschers, mother and daughter, that show affection for each other by "nibbling", small little nibbles along the back and neck and all the areas they can't get for themselves. They will sit side by side and nibble each other for short periods.
