This section describes the precession, rotation of Earth's axis. ... While Earth's axis inclination is slowing turning, but inclination angle is not changing. That means, the intersection of Earth's axis on the celestial sphere is a small circle with an angular radius of about 23.5 degree.

Correct me if I am wrong here, but isn't this the same conclusion which would be drawn if earth's axis was inclined but of constant inclination /with respect to the sun/? In other words, let me rephrase the question.

The paper will first describe the forces on the earth which cause its axis to slowly reorient itself. ... There are slow secular changes in the inclination of the axis -- both of the tilt and of the orientation. These will be discussed later. The change in orientation results in an effect called the Precession of the Equinoxes.
