Nothing to be concerned with my son is 3 1/2 yrs old and he does that as well when he is excited he jumps all over and claps his hands he is just a very excitable kid. Toddlers can not voice in words exactly how they feel so when ... If he were 10 yrs old flapping his hands and not potty trained then i would be concerned :)
