II: The Expanding Universe: An Overview ... A problem arises when we consider an expanding universe. Suppose everything in the universe were to double in size. The distances between galaxies would double, the size of the Earth would double, the size of all our meter sticks would double, and so on.

In an expanding Universe this distance NOW is larger than the speed of light times the light travel time due to the increase of separations between objects as the Universe expands. This is not due to any change in the units of space and time, but just caused by things being farther apart now than they used to be.

That the Universe is not static but expanding helps solve a paradox that has been known at least since the 1500s but that was popularized by Heinrich Olbers in 1826 and has come to be known as Olber's Paradox.
