Perhaps a Marxist explanation: the administrative mind reduces the play conceptually to a cautionary tale ... Macbeth is specified as the witches' target (I.i.7). And the final lines -- "Fair is foul and foul is fair, / Hover through the fog and filthy air" (I.i.11-12) -- set the stage for the chaos and corruption to come.
