I had an attached tongue, and had the frenulum cut and stitched when I was five or six years old. By then I had a rather obvious speech impediment: a lisp, and I pronounced ''v'' and ''f'' sounds with a ''th'' sound.

About 2-3 months ago I cut my 'frenulum' whilst having sex with my girlfriend. It wasn't too bad but it really stung and you could see a tiny cut about half way down. I left it alone for a few days as it hurt to pull back the foreskin, after a while a tried it again and it seemed to have healed so I went back to having sex.
