Leviticus 2:1 says, "When anyone offers a grain offering to the Lord, his offering shall be of fine flour. And he shall pour oil on it, and put frankincense on it." The first thing to notice is the name given to it.

This was an offering of flour, baked cakes, or raw grain, together with oil and frankincense. It was a good-will offering to God. Part of it - 'a memorial portion' - was burnt on the altar. So it was a way of asking God to 'remember' the worshiper for good.
