Because the primary habitat of the harbor seal is near-shore waters frequented by commercial and recreational boaters, there is frequent contact between harbor seals and people. Thus, the MMPA may be violated by boaters who cause seals to return to the water from a haul-out ledge.

The presence of people or dogs near a seal pup can prevent a mother seal from reuniting with her young one. Disturbances from people and their dogs can result in reduced habitat use, abandonment of their natural habitat and harbor seal pups deaths. Usually, when a harbor seal pup is alone on the shore, its mother is nearby.
