Homemade inks are often not safe. And while TattooBlaster's answer was very thorough (frighteningly so in fact) I've never seen a prison tattoo that looked halfway decent. While I'm sure it's never the sole fault of the ink, no homemade ink will be as safe or give results like commercially made tattoo ink.

RFC 1 - Host Software ... The best thing for homemade tattoo ink is non-toxic Indian ink. It can be found at craft stores. Some craft stores don't carry it but many do. It might be hard to find different colors but most stores cary black indian ink.
