Two ways I know how to catch them. Take a key chain loop and double over a piece of nylon rope though it and tie it around the two pieces of rope near the key chain loop. Yopu can cast it then and just reel in with small jerks and they will get it.

The bait I use most often needs to be prepared before the trip. ... Slowly add cooking oil to about a full cup of flour and mix, till it forms a thick paste about the consistency of plasticine, or Play-Doh. Even better is to use fish oil, or the oil from a can of tuna or sardines.

The most common bait used to catch mackerel is mackerel themselves. Mackerel strips are excellent baits. You may also want to see my "Setting up a mackerel for bait" guide in the beginners guide section. Other baits used include garfish, scad, sand eels and squid.

They seem to be most common in shallow water and I think there are a lot more around then you would expect. Look for them by dams near shore. They are present in decent numbers in the Mississippi, St. Croix and Minnesota Rivers.
