First thing i would make sure is to remove the belt from the engine and see if it turns then.... ... If they say it is seized then most likely it is, it very east to check, a locked up AC compressor can seem like a seized engine, ask did they check that, ask how they determined it was seized.

I figured either the TR (Transmission Range) sensor is out or my engine is seized but I don't how to free a seized engine on an automatic transmission explorer. Answer: Check the engine oil for water. Change the oil if necessary. If the engine will not crank over as if it is frozen, remove the spark plugs and turn the engine over by hand to remove the water from the cylinders.
