As for hackamore fit it depends a little on what kind of hackamore you are thinking about. The rope halter should fit loosely, and placed just like a regular halter. The sidepull sits a little lower so that the rings where the reins are attached are placed close to the corner of the horses mouth.

A halter should be fitted so that the nosband part is two fingers below the cheek bones (just like how the noseband of a bridle should be fitted.) And you should be able to fit two fingers standing upright from the horses face under all the other straps.
