In the 1980s, the European-dominated International Standards Organization (ISO), began to develop its Open Systems Interconnection (OSI) networking suite. OSI has two major components: an abstract model of networking (the Basic Reference Model, or seven-layer model), and a set of concrete protocols.

Often, a standard attempts to divest itself of being labeled as a protocol and tries to use language to describe how a protocol may be created to conform to the standard, as in the case of the ISO OSI 7 Layer model.

The ISO OSI 7 Layer Reference Model for Networking. This is a useful partitioning or layering system that is useful in helping to explain how networking can actually work. Similar functions are grouped in layers, and then layers functions are defined.

7 Application layer ... A model is simply a way of organizing knowledge and provides the common basis for discussion. The ISO OSI Reference Model is a layered model - with each layer providing certain services and calling upon the services of other layers.

Historically, one of the first attempts to categorise such a layered structure was carried out by the International Standards Organisation (ISO) in their Open systems Interconnection standard (OSI) 7 layer model.
