I agree, Dan, that they both may be involved: while Bush is kept out of the loop (allegedly)on so many things, he DOES remain in very close consult with Rove, who is, after all, the man who directs him. Cheney is likely the one in control in his office, but Libby is without a doubt, in close, daily contact.
