The same is true with the conjunction but. A sentence beginning with and or but will tend to draw attention to itself and its transitional function. Writers should examine such sentences with two questions in mind: (1) would the sentence and paragraph function just as well without the initial conjunction?

I notice today (31 Oct 97) from Ming Pao again (p. D11) that 'as well as' is followed by a past participle: Yesterday Chinese President Jiang Zemin was welcomed by President Bill Clinton and other American political dignitaries to the White House as well as greeted with human rights groups' demonstrations.

I read from the Ming Pao (p. B10, 30 Oct 97) that after 'as well as' it's possible to say: He advised me as well as answered my question. Instead of -ing form after 'as well as', the writer of this column rules that -ed form in the above sentence is also correct because 'as well as' is taken as a conjunction.
