I had an old cement block laying around the yard, and then when we brought home the new blocks, I noticed the holes in the new blocks were bigger than on the old one. I think there is less space between the holes in the newer blocks.

We are talking about the floor over hanging the foundation blocks here. First, it should not rot because it is supposed to be protected from the elements by the floor and the roof above that floor. If water is pooling under this area, yes it could cause deterioration of the floor joists.
