Lincoln did free the slaves. The document in question is called the Emancipation Proclamation. He did it reluctantly. (see 3rd link) He did not free the slaves in the North. He left that up to the ... Lincoln started the process with the Emancipation Proclamation. The 13th Amendment is what actually ended slavery.
