The exact placement of a Mezuzah is on the right side of the doorpost (when entering the home or room), on the lower part of the upper third of the doorpost (or around shoulder height for high doorways). The case should be permanently affixed with nails, screws, glue, or strong double-sided tape.

Definitely place the mezuzah on the inside - on the outside it may be vandalized or worse. It is to be on the right side of the doorway as you enter the apartment. It should be placed within the upper third and attached diagonally with the upper end tilted toward the inside of the house/room.
