no you dont have to be ex military all you have to do is be extremely fit, both mentally and physically and meet all the requirements of the force that you want to join, for example if it is SAS then they are a air unit then you will have to check all the requirement to join them and i guess apply.

I want to be able to fly fighter jets ... you can join the military and use tuition assistance and the G.I bill to pay for school. Then you can either go to another service to be an officer once your initial contract is up and apply, or apply within your own branch.
