Crime wise, if you take money based on a lie it is taking money under false pretenses. For the guys who knowingly falsified documents to get funding could be found guilty of a felony in the US. If Algore also knew all along it was a charade he should be charged with the same. ... I agree. Obtaining money by deception is FRAUD.
