Why are the dogs running lose in the first place? Most places have leash laws to prevent things like this from happening. Have a chat with the neighbor, ... they dislike the smell intensely. It is used in citronella training collars (which i wouldn't recommend BTW); Don't use lysol, it's toxic as it contains phenols.

I have no desire to hurt a dog because I like dogs but I don't like stepping in poop. Is there an odor that dogs dislike and when they smell it will go elswhere? I don't want to get a sound device that repells dogs, I just want to keep them from sniffing for a place to poop.
