Also his beak is mostly black with a few streaks of red. At 8 months should his beak have changed already? Is it possible the DNA sexing ... I don't really know much about moustached parakeets, but I do know that with indian ringnecks and alexandrians, it may take about 2 years for a male to start showing his colors.

We had several male parakeets growing up and EVERY one of them talked. They need a lot of attention to do so, but they will talk as good as a Cockateil if you spend ... if it was a teenager, it is most likely the beak will change colors, but blue or purple beaks mean its a boy, and brown or pinkish beaks means its a girl...

The sere (part above the beak) when the bird is 3 to 4 months of age it will turn either brownish red for females or blue if it is a male. when they are younger it is a little harder to tell the females will usually be pearly white and the males will usually be purpleish blue but that is not always the case.
