phase jitter: Rapid, repeated phase perturbations that result in the intermittent shortening or lengthening of signal elements. (188) Note 1: Phase jitter may be random or cyclic. Note 2: The phase departure in phase jitter usually is smaller, but more rapid, than that of phase perturbation.

In numerical terms, what I'm saying is that it's probably OK if the phase jitter occasionally exceeds +/- 0.05 UI (that's 0.1 UI peak-to-peak) as long as it doesn't do so more often than one time in 10E12. The spread between the 1E-12 probability tails on a Gaussian distribution is about 14.3 standard deviations.

1 Definition of (phase) jitter ... Although the term jitter, strictly speaking, can be applied to several properties of a signal, most often it refers to the phase of the signal. In this book it always means jitter of the signal phase, only.

Phase Noise, Jitter; Phase noise defines the uncertainty of an oscillator in frequency domain. There are different ways to look at phase noise, or effects of short term reference oscillator instability. Phase noise has often been looked as some forms of power spectral density.
