Please respond ONLY if you have some professional expertise on the subject of building codes and plumbing. ... Under UPC code, the vent has to extend through the decking of the roof 6". The is no reason why you cannot offset the vent under your panel, but 4" is a tight area. Can't you raise your panel?

If the 1-1/2” you mentioned that is hanging down is a vent through the roof you could attach to it but normally (under the UPC [Uniform Plumbing Code]) a two inch vent is required for a water-closet. Strictly by sizing charts and allocation of fixture units the 1-1/2” vent will function adequately.
