I understand the difference between neutral and ground and what their purposes are (well, maybe not completely, since I'm asking you...), but I don't understand what makes it different to have it not bonded at one spot, but then bond the same 2 wires at another spot.

I installed 2 ground rods and was planning to bond the ground to the neutral inside the meter... so my question is should they be separate at the panel below, or should that be bonded as well? I've already got the 4 conductor SE-R cable to go from the socket to the panel. Usually the utility runs three wires to your drop,
