Rote memorization is a choice. If you remember facts and concepts as part of an integrated whole that expands your intellectual horizons, it won’t be rote. If you merely remember things to get through the next exam, it will be rote, and a whole lot less interesting, too.

I'm not sure I necessarily buy into the idea that meaning hinders learning, although I suppose most Japanese would prove me wrong, since rote memorization is how they learn kanji (and English as well, although with English it certainly hasn't improved their collective English speaking ability).
