I cant read Russian so I dont know if the article mentioned anything about it... I'm originally from Belarus (former USSR) and can say that middle-class Russians rarely purchase Russian cars. Most Russians go for Japanese and Korean imports that are far more expensive due to the stiff import tariffs.
