The correct salutation for someone whose title is "Bishop" is of course "Your Grace" and not "Dear Bishop ...". The latter just makes you look a bit silly. Perhaps the real reason is maybe just lazy programmers copying every other site they see rather than thinking about the site from the customer's perspective.
