the program was a cartoon called Courageous Cat. The Cat is a mounted policeman in Canada. the Mouse ( bad guy) chants- with an obvious French accent- Savoir Faire- literally, Know-how, is everywhere! I thought it was sab-wat faire something to do with, perhaps Sabotage.
