I have been making my own laundry soap for a couple of months and since I can't find washing soda in my area I have been substituting it for Purex 2, which contains both sodium carbonate and sodium percarbonate, the latter of which is listed on the box as a bleach alternative.

Baking soda (Sodium Bicarbonate) slowly turns into washing soda (Sodium Carbonate, a.k.a. soda ash) when heated above 140 degrees F. The carbon dioxide released is what makes things rise. If you heat baking soda to 350-400 degrees, it’ll turn into washing soda fairly quickly.

Can't Find Washing Soda?. Washing soda (sodium carbonate) is nowhere to be found in my small town, at least not in the soap and detergent sections. However, my local Wal-Mart has a pool supply section and they carry pH Plus which is sodium carbonate so this is what I use in my laundry in place of "washing soda".
